Free housing in 2025 remains an important means of social protection for military personnel. It is not only about service apartments, but also about permanent housing for ownership. The law of Ukraine clearly defines the categories of military personnel entitled to such benefits.

The grounds and mechanisms are regulated by the law of Ukraine 'On Social and Legal Protection of Military Personnel and Their Families', in particular in Article 12.

Priority for housing is given to military personnel with 20 or more years of service, their families (if they live together), and individuals who have not previously used the right to free privatization of housing.

This housing remains in the private ownership of the military and is not returned to the state after discharge.

How to get free accommodation for military personnel

To obtain housing, the military must meet certain criteria:

• 20 years of service or more - regardless of rank or branch of the military;
• enrollment in the queue for improved housing conditions;
• one-Time right to receive housing during service;
• registration at the place of service.

How to get an apartment if service is less than 20 years

For military personnel with shorter service, there are alternative mechanisms, including preferential mortgage programs. The best-known of these is the 'eOselya' program.

This program provides for:

• 3% annual for military personnel of the Armed Forces of Ukraine and law enforcement agencies;
• 7% annual for veterans, participants in combat operations, and participants in anti-terrorist operations;
• fixed rate for the entire term of the loan;
• official income confirmation and taxation.

The program is not free; however, it is one of the most advantageous in Ukraine. Housing is purchased on credit, but part of its cost is compensated by the state through lower interest rates.

How to apply for housing for military personnel

To use the right to housing or compensation, it is necessary to:

• register in the housing queue through the housing commission of the unit or local administration;
• submit the necessary documents - certificate of service, information about the family, certificate of absence of housing;
• choose the form of assistance - an apartment or monetary compensation for its purchase;
• wait for a decision - applications are reviewed by the commission in order of priority or by separate priorities (for example, participants in combat operations, large families, war invalids).

Participants in combat operations have a legislatively established right to priority and free receipt of land plots for personal needs. However, given the conflict in the east of the country, this right is currently limited.

In addition, the state guarantees a number of benefits for participants in combat operations that can be obtained. These benefits are legislatively secured and are an important support for those who fought for the integrity of Ukraine.
