The White House confirmed the dispatch of 3000 North Korean soldiers to Russia: «they will be legitimate targets».

North Korean military personnel, if they participate in hostilities against Ukraine, will become legitimate military targets. This was reported by the White House National Security Council's Strategic Communications Coordinator, John Kirby, at a briefing on October 23.
According to the US, North Korea dispatched at least 3000 military personnel to eastern Russia from early to mid-October. They arrived by ships from the port of Wonsan to Vladivostok and were sent to military training centers.
"If they truly participate in the war against Ukraine, they are legitimate targets, legitimate military targets. And Ukrainian forces will defend themselves against North Korean troops in the same way they defend themselves against Russian ones," emphasized Kirby.
Kirby noted that the US currently does not have precise data on whether North Korean military personnel will be directly involved in hostilities, but the possibility concerns them.
According to South Korean intelligence, North Korea is trying to isolate the families of selected soldiers in a certain location to prevent information from spreading. In this regard, Germany and Austria summoned North Korean ambassadors.
