After a loud scandal with "disabilities" all MSEC will be closed: what will replace the commissions.


Ukraine plans to cease the existence of medical and social expert commissions (MSEC) by the end of 2024 and implement a new digital European model for determining disability. This was announced by Prime Minister Denys Shmyhal during a TV marathon broadcast.
"In accordance with the president's decree, by the end of this year the MSEC will be eliminated, and instead a digital, transparent, European model for the relevant definitions will be introduced," stated the head of government.
According to Shmyhal, he has instructed the Minister of Health to prepare all necessary regulatory documents and draft laws by the first of November for consideration by the Cabinet of Ministers.
The Prime Minister also reported on the personnel changes already made, including the dismissal of the leadership of the central MSEC and the heads of the profile department of the Ministry of Health.
Earlier, President Volodymyr Zelensky signed Decree No. 732/2024, which put into effect the decision of the National Security and Defense Council on combating corruption in the establishment of disability. According to the document, law enforcement agencies are to report on the measures taken, and the government is to form working groups to verify MSEC decisions and conduct an audit of disability pension payments.
