The National Security and Defense Council addressed the issue of critically important enterprises for the Armed Forces of Ukraine

The National Security and Defense Council of Ukraine made a decision to improve the criteria for determining enterprises that are critically important for meeting the needs of the Armed Forces of Ukraine. This is stated in the presidential decree No. 69/2025.

The Council instructed the government to amend the resolution 'Some issues of implementing the provisions of the law of Ukraine 'On mobilization training and mobilization' regarding the reservation of military personnel. The changes involve improving the criteria by which enterprises that are critically important for the Armed Forces and other military formations are determined.

The list of enterprises that are subject to identification:

enterprises that have the authority to perform the functions of a state defense contractor to ensure defense procurement and to conclude state contracts for the purchase of goods, works, and services;

enterprises that, based on contracts with military units of the Armed Forces, other military formations, and higher military educational institutions, produce goods, perform works, and provide services, the list, quantity, and cost of which are determined by the Ministry of Defense of Ukraine.

It is reminded that the heads of critical enterprises can submit lists for reservation in advance. There is no need to wait 72 hours between the end of the previous term and the issuance of a new one. Applications for the reservation of critical enterprises can be submitted from January 22 to March 1, 2025, without delays. The relevance of the reservation is valid until February 28, 2025, but it can be canceled and a new one issued in advance.

As reported, the European Business Association appealed to the Cabinet of Ministers with a request to extend the validity of reservations from mobilization and the terms for updating criticality.

We remind you that on February 28, the reservation period for all military personnel expires. If an enterprise loses its critical status or does not meet the criteria, the employees of this enterprise also lose their reservation status.
