Ukraine clarified the procedure for delivering summons letters from the CCC by mail.

The government changes the rules for CCC summons delivery
The rules for the delivery of postal items regarding letters marked "CCC Summons" have been changed by the Ukrainian government. Now such letters must be personally delivered to the military-obligated addressee. The innovation aims to ensure an effective notification system for citizens about the need to appear at the military enlistment office. If the addressee is absent at the specified address, the postal service must take additional measures to inform him. The postman should try to contact the recipient by phone number. If this cannot be done, a notice will be placed in the addressee's mailbox.
The decree also defines the actions of postal workers in case the addressee does not appear after receiving the letter within three working days after notification. In this case, a mark about the absence of the addressee is made on the envelope, certified by the signature of the postal employee and a special stamp. The letter is returned to the sender.
