Ukraine continues to conduct mobilization activities, during which military conscripts aged 25 to 60 may be called up for military service. During a special situation, men may also receive summonses, requiring them to appear at the TCC and SP.

Rules for serving summonses during martial law

During martial law, there are clear legislative norms regarding the serving of summonses, as explained by lawyer Zoryan Pavliv. The rules are specified in the law on mobilization preparation and mobilization.

Who can be served a summons

Summonses are received only by military conscripts to clarify military registration data and determine assignment for a special period.

  • citizens aged 25 to 60 who are registered;
  • fit for military service;
  • persons who are not reserved in the established manner;

Citizens aged 18 to 25 can also be called up if they have military conscript status.

How a summons can be served

There are two main ways to serve a summons:

  • personally delivered into hands with video recording;
  • by mail to the registered address.

The law does not restrict the places for serving a summons, so it can be served at various addresses.

Summonses may be served by representatives of TCC and SP, military administrations, executive bodies, and other structures.

Procedure during the serving of a summons

When serving a summons, the representative of TCC and SP must state their full name and position, as well as present identification.
