Lawyer of the legal company 'Riyako&Partners' Kateryna Anishchenko stated that armor from mobilization allows to obtain a deferment from conscription, but there are cases when conscription can be done even with armor.

Some employers may require passing a military-medical commission (MMC) before obtaining armor, although the law does not provide for such a requirement.

Starting from 2024, mandatory annual passing of the MMC for conscripted persons, including those with armor, will be introduced. Non-compliance with this requirement may lead to refusal to extend armor in the future.

Regarding the procedure for armor after receiving a summons, the situation may have several options for development:

• If a person received a summons to update their data and during the MMC they were granted armor, this will be the basis for not issuing them another summons after the completion of the medical commission.
• If a person has already received a summons with a specific date to report to the territorial recruitment center (TRC) with their belongings and it turned out that armor was issued on that date, they must contact the TRC and prove their right to exemption from mobilization.
• If armor was not issued before the date of execution of the combat summons, the chances of mobilization increase to 99%.

After actual mobilization, the armor ceases to be valid, and a person with armor must serve in the military.

Cases of mobilization of individuals with armor are not exceptions, and this is confirmed by judicial practice.

The application 'Dii' allows for armor, but some TRCs may ignore the confirmation of armor if it is not displayed in the 'Dii' system.

To avoid misunderstandings, it is recommended for employers to submit applications to two TRCs - at the location of the enterprise and at the place of residence of the conscript.

Documents for armor must be printed extracts from the 'Reserve+' system. Availability of armor can be checked online through the 'Reserve+' system.

It should be noted that some categories of individuals have simplified the process of obtaining a deferment from mobilization using the 'Reserve+' system.
